எனது பெயர் எஸ்.எம்.ஏ. அஸீஸ். புத்தளம் பொன்பரப்பி கரைதீவை சேர்ந்தவன். முன்னால் மிருக வைத்திய நடத்துனராகவும் பின்பு பிரதேச உதவி விவசாய பணிப்பாளராகவும் சேவையாற்றி தற்போது ஓய்வு பெற்றுள்ளேன்.
விவசாய துறையில் நீங்கள் இனங்கண்ட பிரச்சினைகள் என்ன?
தான் வாழுகின்ற பகுதியில் விவசாயிகள் எதிர் நோக்கும் பிரச்சினை விலங்குகளின் பிரச்சினையாகும். அதாவது விவசாயிகள் அரசாங்கத்திடம் தொழில் கேட்காமல் மண்ணையும் மரத்தையும் நம்பி வாழ்பவர்கள். “அணில் பாயாத இடைவெளியில் ஆயிரம் தென்னை மரத்தை நாட்டி பராமரித்தால் ஆண்டியும் அரசனாகிவிடுவான்’ என்பதை மனப்பூர்வமாக ஏற்றுக்கொள்ளக் கூடியவர்கள் அவர்கள் தம் குடும்பத்திற்காகவும் மனித சமூகத்திற்க்காவும் விவசாயம் செய்யும் போது ஒரே இரவில் யானைகள் வந்து அவற்றை அழித்து விடுகின்றன. யானைக்கு ஒரு நாளைக்கு 300 கிலோ கிராம் உணவும் 250 லீட்டர் நீரும் தேவை. 3 கிலோ மீட்டர் தூரத்திற்கு மோப்பம் பிடிக்கும் ஆற்றல் கொண்டதால் விவசாயிகள் இரவில் தோட்டத்தில் காவலிருக்கும் போது 3 கிலோ மீட்டர் தூரத்திலிருந்து வியர்வை வாடையை உணர்ந்து கொள்ளும். விவசாயிகள் தோட்டத்தில் இருக்கும் போது தோட்டத்திற்கு வருவதில்லை. நள்ளிரவு தாண்டி இனி யானை வராது என்ற நம்பிக்கையில் சில சந்தர்பங்களில் வீட்டுக்குள் செல்கின்றனர். இதை மோப்பம் பிடிக்கும் யானைகள் விவசாயிகள் இல்லாத போது வந்து தோட்டத்தை அழித்துவிடுகின்றன.
விவசாயத்தை பாதுகாக்க விவசாயிகள் யானைகளை தாக்குகின்றனர். யானையும் மனிதரை தாக்குகின்றது. இவற்றால் விவசாயிகள் உயிரியல் மற்றும் பொருளாதார ரீதியில் பல இன்னல்களுக்கு உள்ளாகின்றனர். இதற்கான சிறந்த தீர்வை யாரும் முன்வைக்கவில்லை எனவே இதற்கான தீர்வை நீண்ட காலம் தேடினேன்.
யானை பிரச்சினைக்கு அரசு முன்வைத்த தீர்வு என்ன?
அரசினால் முன்வைக்கப்பட்டுள்ள ஓர் தீர்வுதான் மின்சாரவேலி அமைத்தல். இதற்காக ஒரு கிலோ மீற்றருக்கு மின்சார வேலி அமைக்க ஆறு இலட்சம் ரூபா செலவிட வேண்டும். தொடர்ந்து பராமரிப்பு செலவும் ஏற்படும். ஆறு முதல் 10 ஆண்டுகளில் வேலிபழுதாகிவிடும்.
இது ஏழை விவசாயிகளினால் சுமக்க முடியாத ஓர் சுமையாகும். மேலும் இதனால் மனிதருக்கும் யானைக்கும் ஆபத்து உள்ளது. யானைகளின் தொல்லைக்கு சிறந்த தீர்வு யானையை அழிப்பது அல்ல. ஏனென்றால் யானைக்கும் இலங்கையின் பௌத்த கலாசாரத்திற்கும் தொடர்பு காணப்படுகின்றது. அதாவது இலங்கையில் நடைபெறும் பௌத்த விழாக்களில் (பெரஹர) பயன்படுத்தும் ஓர் மிருகம் யானையாகும். எனவே யானையை பாதுகாக்கவும் வேண்டும் விவசாயத்தை பாதுகாக்கவும் வேண்டும். எனவே இரு தரப்புக்கும் பொருத்தமான தீர்வை முன்வைக்க வேண்டும்.
இப் பிரச்சினைக்கு நீர் முன்வைத்த தீர்வு என்ன?
இப் பிரச்சினைக்கு முற்கால மக்கள் எவ்வாறான தீர்வுகளை முன்வைத்தனர் என்று ஆய்வுகளை மேற்கொண்டேன். அவ்வகையில் சுமார் 150-200 ஆண்டுகளுக்கு முன்னர் இலங்கையின் முதலாவது முஸ்லிம் உதவி நிதி அமைச்சரான கௌரவ பெரிஸ்டர் எம்.எச்.எம். நைனா மரிக்கார் அவர்களின் மாமனார் புத்தளம் வண்ணாத்திவில்லு ஆழம் வில்லு பிரதேசத்தில் யானைக் காடாக இருந்த போது 200 ஏக்கர் தென்னந்தோட்டம் செய்துள்ளார். தற்போழுதும் பரம்பரை வருமானம் பெற்று வருகின்றது. அவர் ஆயுதங்கள் இல்லாத அக்காலத்தில் யானையிடமிருந்து தன் விவசாயத்தை பாதுக்காக்க தோட்டத்தை சுற்றிவர அகழி அமைத்தார். இதே முறையை பின்பற்றி முன்னால் சமூக சேவை அமைச்சராக இருந்த கௌரவ நூர்தீன் மசூர் அவர்களின் வேண்டுகோளுக்கிணங்க யானைப் பட்டியாக இருந்த புத்தளம் மயிலங்குளம் 1௦௦ ஏக்கர் காணியில் ஏற்றுமதி செய்யக்கூடிய கெவந்திஸ் இன வாழைச் செய்கைக்காக மேற்படி அகழி வெட்டும் முறையை செய்து அறிமுகப்படுத்தினேன்.
அதாவது அதேமுறையை பின்பற்றி தோட்டத்தை சுற்றி 6 அடி ஆழமுள்ள அகழி (காண்) வெட்டி தோட்டத்திற்கு வெளியே மண் போட்டு அகழி தோட்டத்திற்குள் வரக்கூடியதாய் அமைத்தேன். இதனால் காட்டுப் பகுதியில் இருந்த மண் மேட்டிலிருந்து பார்க்கும் போது. 6 அடி மேடும் 12 அடி அழமான கிணறுபோல் காணப்பட்டது. வேலை முடிந்த பின் நானும் அமைச்சர் நூர்தீன் மசூர் அவர்களும் 100 ஏக்கர் தோட்டத்தை நடந்து சுற்றிப்பார்த்த போது உண்மையாகவே சொல்வதற்கு மகிழ்சியாக இருக்கிறது, 3 இடங்களில் தோட்டத்திற்குள் நுழைய வந்த யானைகள் 12 அடி கிணறு போன்று குழி காணப்பட்டதால் யானைகள் திரும்பி சென்று விட்டன.
இந்த தொழில் நுட்பத்தை நான் அறிமுகம் செய்தாலும் சில விவசாயிகள் தொழில் நுட்பம் தெரியாமல் மண்ணை தோட்டத்து உற்பகுதியில் போடுவதால் 6அடி அகழியை இடித்துக்கொண்டு 6 அடி மண்மேட்டில் ஏறக்கூடிய யானைகள் தோட்டத்தினுள் புகுந்து முழுத் தோட்டத்தை அழித்து நாசமாக்கிய சம்பவங்களை காணக் கூடியதாயுள்ளது. என்றாலும் இது ஓர் தற்காலிக தீர்வாகும். எனவே நிரந்தர தீர்வு தேடி நான் யானைகளை பற்றி ஆய்வு செய்தேன். 12 வருடங்கள் மிருக வைத்திய துறையில் வேலை செய்த நான் நவகத்தேகம காட்டில் 1972ம் ஆண்டில் லைசனுக்கு கட்டிய 3 நாளில் யானையை புரட்டி முன்னமே வெடிப்பட்ட காயத்திற்கு வைத்தியம் செய்யக்கூடிய அனுபவமும் உள்ளதால் அவற்றின் ஊடாக யானைகளை பற்றி சில விடயங்களை அறிந்து கொண்டேன். யானையை பொறுத்தவரையில் எள்ளுத் தோட்டத்தை தொடாது என்று பலர் சொல்லுவார்கள் கரணம் எள்ளுப் பயிரில் காணப்படும் சளித்தன்மை யானைக்கு விருப்பம் இல்லை.
புத்தளம் மானாவெரி பிரதேசமும் 30-40 யானைகள் சுற்றுலா வரும் இடமாகும். அங்கு தென்னங்கன்றுகள் நாட்டினேன் அதோடு வெண்டியும் நாட்டினேன். 13 யானைகள் உள்ளே சென்று தென்னம் பிள்ளைகளை முழுக்க அழித்து விட்டன ஆனால் வெண்டியை கைவைக்கவே இல்லை. காரணம் வெண்டிப் பயிரிலும் எள்ளைப் போல் சளித்தன்மை காணப்படுகிறது. அவ்வாறே தும்பிக்கை இல்லாவிட்டால் உணவும் உண்ணவும் முடியாது. நீர் அருந்தவும் முடியாது. பகைவரை தாக்கும் ஆயுதமும் இல்லாமல் யானை – பூனையாகிவிடும். என எனது ஆய்வில் முடிவெடுத்து தும்பிக்கை கொண்டு பயிரை இழுத்தால் தும்பிக்கையில் காயத்தை ஏற்படுத்தக்கூடிய மட்டையின் இருபக்கமும் கூரான மரம் அறுக்கும் வாள் போன்ற அமைப்புடைய பனை மரத்தைக் கொண்டு யானையைத் தடுக்கலாம் என நம்பிக்கை கொண்டு பனை மரத்தை பற்றி ஆய்வு செய்தேன்.
பனை மரத்தை பொறுத்தவரை அவை மிகவும் பலமுள்ள மரமாகும். 1978 டிசம்பரில் மட்டக்களப்பு பகுதியில் ஏற்பட்ட சூறாவளியில் எல்லா மரங்களும் முறிந்தாலும் பனை மரம் மாத்திரம் உறுதியாக காணப்பட்டது. கடந்த கால சுனாமியை போல் பயங்கர அழிவை ஏற்படுத்திய ஓர் இயற்கை அனர்த்தமது. இப்படிப்பட்ட பனை மரம் இலங்கையில் எல்லா பிரதேசங்களிலும் வளரக்கூடியது. வரட்சியை நன்கு தாங்கக் கூடியது. நீரையும் நெருப்பையும் தாங்கி வளரக்கூடியது. பொருளாதரத்தை வளர்கக்கூடிய கற்பகத்தருவென பாராட்டக்கூடிய ஒரு பயிர். தென்னையும் பனையும் ஒரு வித்திலைத் தாவரமான ஒரே குடும்பப் பயிராக இருப்பதால் தம்பி முறையான தென்னையை ஆடு, மாடு, யானை போன்ற பயங்கரமான எதிரிகளிடமிருந்து பாதுகாக்க கூடிய அன்பும் வீரமும் மிக்க அண்ணனாக பனை மரத்தை எனது ஆய்வில் அறிந்து கொண்டு யானை வரும் காட்டு எல்லைகளில் அல்லது தோட்டத்தை சுற்றி 6 அடிக்கொன்றாக நாட்டினேன் அடுத்த வரிசை 8அடி தூரத்தில் சுற்றி 6 அடிக்கொன்றாக முன்பு நாட்டிய இரு பனைக்கு நடுவில் வரக்கூடியதாக முக்கோண முறையில் நாட்டினேன். பனை மரங்கள் ஓலையுடன் விரிந்து வளர்ந்து அது ஓர் உறுதியான இயற்கை வேலியாக அமைந்துள்ளது. விதை விழுந்து முளைத்து பரம்பரை வேலியாகவும், பனைவேலி பணவேலியாகவும் மாறிவருகிறது.
அரசு முன்வைத்த தீர்வினால் யானைக்கும், மனிதருக்கும் ஆபத்து உள்ளது. அவ்வகையில் நீர் முன்வைத்த தீர்வினால் மனிதர் மற்றும் யானைக்கு உள்ள நன்மைகள் என்ன?
இத் தீர்வினால் மனிதருக்கு மட்டுமல்ல யானைக்கும் அனுகூலம் காணப்படுகின்றது. அதாவது ஒரு கிலோ மீற்றர் தூரத்திற்கு பனை மரம் நாட்டினால் அப்பனையிலிருந்து சகல சத்துக்களையும் கொண்ட பனம் பழம் 270 மெற்றிக்தொன் உற்பத்தியாகிறது. தோட்டத்தின் உற்பகுதியில் கிடைக்கும் பழம் மனிதருக்கு உணவாகவும் தோட்டத்திற்கு வெளியே கிடைக்கும் பழம் யானைக்கு உணவாகவும் கிடைகிறதால் இதற்கு உணவு வேலி என்று கூட பெயர் வைக்கலாம். பனையோலைகளைக் கொண்டு அலங்கார பொருட்கள் மற்றும் பைகள், பாய், பெட்டிகள் இதுபோன்ற கைத்தொழில் துறைக்கான ஓர் மூலப்பொருளாகவும் பயன் படலாம்.
அரசின் பொலித்தீன் தடை கொள்கைக்கு பிரதியீடாக பனை ஓலையை மூலப்பொருளாக பயன்படுத்தலாம். சுற்றுலாத் துறை மூலம் வருமானம் பெற அலங்காரப் பொருட்களும் செய்யலாம்.
நான் மரத்தின் மூலம் தேன் பெட்டி செய்து, செலவு குறைந்த முறையில் தேனீ வளர்த்து சுத்தமான தேன் உற்பத்தியும் செய்துள்ளேன். பழத்தின் மூலம் ஜேம், குளிர்பானங்கள், சத்துள்ள ஐஸ்கிறீம், நுங்கு, பினாட்டு டொபி, குட்டான் கருப்பட்டி, ஒடியல் கிழங்கு, ஆயுர்வேத மருந்தாக பனங்கற்கண்டு போன்ற உணவுப் பொருட்களும் செய்யலாம். எதிர்காலத்தில் வீடு கட்ட நீண்ட மரங்கள் பெறலாம், மரத்தள பாடங்கள் கதிரை மேசைகள் கூட செய்ய முடியும்.
நீர் விவசாய சமூகத்திற்கு கூற விரும்பும் செய்தி என்ன?
இன்று விவசாயத் துறை வீழ்ச்சியடைந்த வண்ணம் உள்ளது. இந்த துறையை முன்னேற்றுவது எங்கள் அனைவரினதும் கடமை. மேலும் விவசாயத்துறைக்கு மிருகங்களினால் பாதிப்புள்ளது என்பதற்காக மிருகங்களை அழிப்பது சிறந்த செயற்பாடல்ல. இன்று நாம், அபிவிருத்தி என்ற பெயரில் மிருகங்கள் வாழும் இடங்களை அழித்துக்கொண்டிருக்றோம். எனவே மிருகங்களும் பதிலுக்கு எமது வாழிடங்களை அழிக்கின்றன. நாம் உயிரினங்களுக்கு வாழ வழியமைத்துக் கொடுத்தால் அவை நம்மையும் வாழவிடும்.
எனது தென்னந் தோட்டத்தில் அட்டகாசம் செய்யும் குரங்கையும் மர அணிலையும் கொல்லாமல் தென்னை மரத்தில் 6 – 7 அடி உயரத்தில் 3அடி அளவில் சுற்றி வர அலுமீனியம் தகடு அடித்துப் பார்த்தேன். குரங்கினாலும் மர அணில்களாலும் பாதிப்பில்லை. பலாப்பழத்தை குரங்கிலிருந்து பாதுகாக்க கோழிப் பண்ணை கம்பி வலையால் மூடிக் கட்டிப் பாதுகத்துள்ளேன். அதனடிப்டையில் இத்திட்டத்தை விவசாயிகள் அனைவரும் தம் தோட்டத்தில் நடைமுறைப் படுத்தினால் விவசாயமும் வளரும் யானையும் வளரும் பொருளாதாரமும் வளரும். தற்போதைய அரசின் “பயிர் செய்வோம் நாட்டை பாதுகாப்போம்” என்ற கொள்கையும் நிறைவேறும்.
கவலையான ஓர் விடயம் என்னவென்றால் பனைவேலியை (பணவேலி) மாகாண மட்டத்திலும் தேசிய மட்டத்திலும் அறிமுகப்படுத்தியபோதும் அரச அனுசரணை கிடைக்கவில்லை. என்றாலும் அயல்நாடான இந்தியாவில் எமது பனைவேலி முறையை அறிந்தவுடன் “Sri Lanka Model of Palmyra tree fencing” என்ற பெயரில் சுற்றாடல் அமைச்சின் கீழ் பணம் ஒதுக்கி ஆரம்பித்துள்ளதை new indiyan exspress பத்திரிகை மூலம் அறியக் கூடியதாயுள்ளது.

Today, I went to the beach front with my
kids. I found a sea shell and gave it to my 4
year old daughter and said “You can hear the ocean if you put this to your ear.” She put the shell to
her ear and screamed. There was a hermit crab inside and it pinched her ear.
