ஐக்கிய நாடுகள் மனித உரிமைப் பேரவையிலே இலங்கையில் மனித உரிமைகளை மேம்படுத்துதல் மற்றும் பொறுப்புக்கூறல் தொடர்பிலான பிரேரணை முன்வைக்கப்பட்டிருக்கின்றது. இதற்கான வாக்கெடுப்பு இன்னும் சில நாட்களில் இடம்பெறவிருக்கின்றது. இந்த நிலையில் குறித்த பிரேரணையில் UNHRC 46/1 – D உபபிரிவில் 31ம் பந்தியில் கொரோனா மரணங்களை பலவந்தமாகத் தகனம் செய்யும் நடைமுறை மாற்றப்படவேண்டும் என்ற பரிந்துரை அமைந்திருக்கின்றது.
இப்போது இலங்கை அரசாங்கம் குறித்த பிரேரணையின் மேற்படி 31 ஆம் பந்தியை அகற்றிவிடுமாறு ஐ.நா மனித உரிமைகள் உயர்ஸ்தானிகரிடம் உத்தியோகபூர்வமாக எழுத்துமூலம் கோரிக்கை விடுத்திருக்கின்றது. இதற்கான கோரிக்கையை வெளிநாட்டு அமைச்சர் தினேஷ் குணவர்தனா சார்பிலே ஜெனீவாவின் இலங்கைக்கான தூதுவர் சீ.ஏ.சந்திரபிரேம அவர்கள் மனித உரிமை உயர்ஸ்தானிகரிடம் கையளித்ததாக அறிகின்றோம்.
குறித்த பிரேரணையிலே 31ம் பந்தி எவ்வளவு முக்கியமானது என்பதையும் அது இலங்கை அரசாங்கம், சுகாதாரத்துறை, மருத்துவத்துறை போன்றவற்றிற்கு எத்தகைய தாக்கங்களை உண்டுபண்ணும் என்பதையும் எம்மைவிடவும் இலங்கை அரசாங்கம் நன்கு அறிந்து வைத்திருக்கின்றது. குறிப்பாக மெத்திகா விதானகே போன்ற இனவாதப் பேராசிரியர்களுக்கு அது எத்தகைய தாக்கத்தை ஏற்படுத்தும் என்பதை அவர்கள் நன்கு உணர்ந்து வைத்திருக்கின்றார்கள்.
இந்த நிலையில் குறித்த 31ம் பந்தியை அகற்றிவிடவேண்டும் என்ற இலங்கை அரசாங்கத்தின் முயற்சிக்கு அகில இலங்கை ஜம்இய்யத்துல் உலமா சபையும் துணைபோகின்றது என உள்வீட்டுத்தகவல்கள் சுட்டிக்காட்டுகின்றன. நீதியமைச்சர் அலி சப்றி அவர்களுக்கும் றிஸ்வி முப்தி அவர்களுக்கும் இடையில் இதுதொடர்பிலான தொலைபேசி உரையாடலொன்று இடம்பெற்றிருப்பதாகவும் அறிய முடிகின்றது.
முஸ்லிம் சமூகம் இதுதொடர்பில் போதுமான புரிந்துணர்வைப் பெற்றிருப்பதாக அறியமுடியவில்லை. ஜெனீவாவைத் தளமாகக் கொண்டு இயங்கும் ஒரு சில முஸ்லிம் இராஜதந்திர்கள், சட்டத்தரணிகள் இதுதொடர்பிலான தமது கவலைகளை வெளிப்படுத்தியிருக்கின்றார்கள். குறிப்பாக முஸ்லிம் நாடுகளில் இருக்கின்ற இலங்கை முஸ்லிம் புத்திஜீவிகள் இதுவிடயமாக குறித்த நாடுகளின் அரசாங்கங்களுக்கு தமது தெளிவுபடுத்தல்களை வழங்கவேண்டும் என அவர்கள் கோரிக்கை விடுத்திருக்கின்றார்கள்
- 300க்கும் அதிகமான ஜனாஸாக்கள் இதுவரை எரிக்கப்பட்டிருக்கின்றன.
- ஜனாஸாக்களை அடக்கம் செய்வதற்கான வர்த்தமானி அறிவித்தல் எந்த சந்தர்ப்பத்திலும் மீளப்பெறக்கூடிய வகையிலேயே வடிவமைக்கப்பட்டிருக்கின்றது.
- ஜனாஸாக்களை அடக்கம் செய்தல் தொடர்பிலான நிபந்தனைகள், அடக்கம் செய்யும் நிலம் தொடர்பான நிபந்தனைகள் மிக மிக இறுக்கமானவை அவற்றைப் பின்பற்றத் தவறும்பட்சத்தில் குறித்த ஜனாஸாக்கள் மீண்டும் தகனம் செய்யப்படும்.
- ஜெனீவா மனித உரிமைப் பேரவையைத் திருப்திப்படுத்தும் தற்காலிக முயற்சியாகவே இது அமைந்திருக்கின்றது, அதனையே இலங்கை அரசாங்கத்தின் 31வது பந்தியை அகற்றக்கோரும் கோரிக்கை அமைந்திருக்கின்றது.
எனவே இவற்றை வெளிநாடுகளில் வசிக்கும் இலங்கை முஸ்லிம்கள் தங்களது நாடுகளின் தூதுவராலயங்களுக்குத் தெரியப்படுத்தல் அவசியமானதாகும்.
அதேபோன்று இலங்கையிலும் இதுகுறித்து மக்கள் அறிவூட்டப்படல் அவசியமாகும்.
அகில இலங்கை ஜம்இய்யத்துல் உலமா சபை இதுவிடயமாக பிழையான தகவல்களை வெளிநாடுகளுக்கு வழங்கி இலங்கை முஸ்லிம் மக்களுக்கு மீண்டுமொரு துரோகத்தை இழைக்கக்கூடாது. எனவும் குறித்த இராஜதந்திரிகள் கோரிக்கை முன்வைத்துள்ளனர்.
